Who do Hank, Lou and Jacob encounter when they return to the truck in Chapter One?

Hank and Lou throw the bag of money into the back of the pickup. They are mesmerized by the sight of the money that spills from the bag so that they don't notice the sheriff's truck pulling up. Hank instinctively covers the money from the sight of Carl Jenkins, the town's police officer for more than forty years who was known as "Sheriff."
