What argument does Hank, Lou and Jacob each make for what to do with the money in Chapter One?

Lou says that if someone were looking for it, the story would have been on the news. Jacob argues that taking the money wouldn't hurt anyone. Hank says that taking the money would be theft, and that fact alone is enough reason to turn the money in. Hank begins to search his mind for some plan that would allow them to keep the money without getting caught.
