• Chapter One begins with Linus Baker, a caseworker from DICOMY, the Department in Charge of Magical Youth, making a site visit to an orphanage for magical children.

• He watches an 11-year-old named Daisy levitate some blocks to demonstrate her control over her powers and then questions both her and the "master" of the orphanage about that control and how frequently Daisy uses her powers.

• Linus is at the orphanage investigating an incident where Daisy used her powers to throw a chair at another child.

• It is clear that he takes his job very seriously and has the best interests of children at heart--but the reactions of the children and the orphanage staff hint to the reader...
