Book 4, Pages 186-199 Summary
Gotham City, along with the rest of the world, is experiencing a nuclear winter from the fallout of the bombs that exploded. Despite Superman's best efforts, people are still freezing, starving, and suffering. The bigger problem is the growing animosity and competition between Superman and Batman. Batman concocts an elaborate scheme to go toe to toe with Superman. His intention is to engage him in battle and if he needs to, kill him. However, Bruce's health is clearly at risk as Alfred warns him while he suits up to go out.
Batman knows, however, that Superman is still recovering from his own issues when the bomb exploded. This is further evidenced when Batman shoots off several rockets at Superman when he approaches.
