Chapter 4 Summary

In Chapter 4, a group of beggars begin to arrive at a large subterranean grotto, where the beggar lords hang in large swings high above the ground and the beggars gather at large tables underneath. A dwarf named Dungy scurries around setting the table, and Horrabin arrives. Horrabin removes the stilts he walks on and places himself in the swing all without ever touching the ground. Just as Dungy is ordered to sing, Romany arrives and informs the group he is increasing the reward for Dog Face Joe, a werewolf, and is introducing a large reward for the live capture of a man matching Doyle's description. Horrabin tells him he has seen him in the city, and Romany orders him to have his men kidnap Doyle.
