Chapters 5 and 6 Summary

Bel Riose has established a headquarters on Wanda, described as a rocky, sunless planet. Riose has Ducem Barr with him and is telling Barr of his military successes. Barr points out that he's of no help and that Riose might as well send him home to Siwenna. Riose goes through some discussion of the military tactics he employs, pointing out his "Previous Enclosure" plan. Barr says that plan has failed another military leader but Riose insists it will work for him. Barr asks about Riose's request for additional ships but Riose says ships are "at a premium" and that there will be no reinforcements. He says, however, that he'll be militarily successful on his own.

Riose has "captured" Lathan Devers, a Foundation trader, and attempts to question Devers. Devers tells Riose to keep his men off Devers' spaceship and imparts the...
