Jim sits at the window of his hotel room just before dawn. He sees a field of paper flowers on the morning tide. Jim is dressed in his school uniform and ready for school. Outside the window he also sees the American and British gunboats U.S.S. Wake and the H.M.S. Petrel and their officers returning to their ships from a night of parties. He also notices a new gunboat - Japanese - anchored nearby. Jim notices a signal light flashing from the Japanese gunboat to the cruiser Idzumo anchored down river at the Japanese consulate.
