Chapters 21 - 25 Summary

Philip Mohandas bases his operations in a converted store front in Bayview near Hunter's Point. He is just about to close his eyes after a night on the barricades when Senator Wager arrives. His assistant Allicey assures him Wager had not called first as he hastily pulls himself together, wondering what she is doing there. Philip welcomes her warmly in front of the crowd in his outer office, and Loretta announces that she is there to help in any way she can.
