What does carrying capacity have to do with whether or not a population reaches its biotic potential?

Carrying capacity is when the largest numbers of individuals of a species that an enviroment can support and maintain for a long period of time arrive and if that happens then the population has reached biotic potential if not for a short time because no population can mantain its biotic potential for long periods of time.
