What is the difference between a flood watch and a flood warning? Prentice Hall - Science Explorer.

A 'watch' of any kind (as far as weather is concerned) means that conditions are right for flooding to occur. That doesn't mean that it's happened yet, just that it could happen. 

A warning means that flooding has occurred in some areas and the possibilities exist for it to become widespread.
