how do I know what the place looks like, and what the place FEELS like in a story? I am not just talking about the physical details, but the mood or tone of where the story is taking place.

"Places" usually include descriptions and landscapes.... the way a location feels is dependant upon the action... what is happening, or what has happened. Has the location experienced a devastating event, is the area flourishing, or is it poverty stricken? In context, I can't help you much with this because I have not read the book, but I am going to order a copy on Kindle, Your questions have made me curious.
