In the 60's and 70's there was a law restricting the Federal Government from competing with commercial Business. What was the name of the Law?

I believe you are referring to the PUBLIC-PRIVATE FAIR COMPETITION ACT. I am not, however, sure of the date and cannot confirm this. I will look further to see if I can locate additional information.
