Why would the Zhou dynasty keep customs and traditions of the Shang?

Why would the Zhou dynasty keep customs and traditions of the Shang? Write one or two paragraphs, and offer at least two ideas in response to the question. At least one of those ideas should address why keeping some customs the same would help the new government take power.
