Although the initial surveillance began with Malcolm X, the FBI's concern over Elijah Muhammad's rapid expansion of members within the Nation of Islam became its priority. In 1953, much of the FBI's focus switched from Malcolm X to Elijah Muhammad due to his rapid ascent within the Nation of Islam and his growing influence amongst its members.
