Collective bargaining is the process (ongoing) of negotiation between business owners and worker representatives (unions). The role of the Union leader is to ensure that the bargaining agreement adheres to employee demands, to communicate with workers and respond to their concerns, and to review management decisions.

Union workers (members) are responsible for conveying their concerns to their Union reps and to respond when the Union leader communicates details of the agreement to be voted upon.

The Boss represents the company in negotiations and is responsible for ensuring that company interests are at the forefront and that agreements meet the expectations of the company's goals.
