Is the War Powers Act an example of the General Welfare Act?

No, there is no relationship between the War Powers Act and the General Welfare Act. In fact, there is no such thing as a general welfare act. The general welfare "clause" is in the Constitution. It states that the government's job is the health, peace, morality, and safety of its citizens. It does not, however, have anything to do with the War Powers Act, which was passed in 1973 to prohibit the President from enacting war without Congressional consent. The War Powers Act was a direct result of the war in Vietnam.
