Why does Diamond hypothesize that New Guineans might be, on the average, "smarter" than Westerners?

Diamond saids this because the people aren't dependent on technologies and the children have to actively engage themselves in the world instead of planting themselves in front of a TV. New Guineans are also able to survive in harsh environments that could easily kill a westerner like the jungle or the deserts of Australia where the aboriginals live.
