Lincoln's proclamation of amnesty meant that Confederate soldiers that swore their allegiance to the United States, as well as Reconstruction, and Emancipation would be pardoned for their participation in the war. They would be free, their land and property would be returned, and their rights restored. Slaves were not included in property.
