Who is Joseph Cline from Isaac S Storm: The Drowning of Galveston and what is their importance?

Joseph Cline was Issac's little brother. He also worked at the weather station. When the storm threatened to hit Galveston, Joseph advised his brother to take his wife and children and evacuate...... Issac refused, saying his home would hold up to the storm. Unfortunately, Joseph was right, and Issac's pregnant wife was killed when their home collapsed.

Joseph received commendation for his bravery and action during the storm, after which, he was promoted and transferred to Puerto Rico, where he ran his own station.
