Who is Jean Butler Ruch from Genie: A Scientific Tragedy and what is their importance?

Jean Butler Ruch taught special education at the children's hospital. Over the course of her work with Genie, Jean contracted rubella and exposed Genie. As a result, Genie and Jean were quarantined in Jean's home, where Genie showed great improvement. After their isolation came to an end, Jean applied to be Genie's foster mother. Her application was denied, and Rigler was awarded custody.
