Della Lu is an agent for the Peace Authority. He is assigned the job of finding Paul Naismith after it is believed that he has the ability to create bobbles. Della is an well respected agent, who will do whatever is necessary to accomplish her goals. Although, she doesn't like it..... Della takes on the role of a submissive woman order to find Paul at the Red Arrow camp. In the end, Della realizes that the plan being enacted by the Authority is unacceptable, and she attacks the man trying to set off nuclear bombs.
