Who is Aunt Celia from Lily's Crossing and what is their importance?

Aunt Celia is Lily's aunt. Lily tells Margaret that her aunt is a spy for the Allies in the war and makes her home in Berlin. She later tells Mrs. Sherman that her aunt is suffering from frostbite. In truth, Lily hasn't seen her aunt in four years.
