In the poem "the hollow men" What do the terms "hollow"and "stuffed" tell you about T.S Eliot's outlook on humanity?

This would seem to indicate that he believes that mankind falls into one of two categories:those who are hollow, gaunt, lacking, full of need and those who are stuffed..full to the brim with a lifetime of things.
