After the police arrest “nearly 300 boys and girls,” why does Lt. Edwards ask the “victims of assault, robbery, purse snatching, and similar crimes to be present for the identification of suspects”? What does this suggest about the police force?

In context, this suggests that the police force believes the "suspects", the "gang" are responsible for all of the crime in the area. The "pachuchos" are presumed guitly.
