How does the author use foreshadowing in Where the Air Is Clear?

In Part II, Section I, the conversation between Norma and Robles foreshadows Robles's imminent downfall in the financial world. He will have to decide very soon if he truly wishes to rebuild his empire, or to pursue a different course of action.
