How does the way the people on the bus treat Risa, Connor and the baby indicate something about the society in which they live?

No one really pays attention to them. In fact, there's one other girl on the bus with a baby (on the way to high school) and it is no big deal. This seems to indicate that the society that they are a part of views teenage pregnancy as no big deal and the educational system supports teen mothers.
