Circle Justice is a group made up of people impacted by a specific crime for the purpose of finding a way to help everyone heal. In Cole's case, the group agrees that Cole can spend a year in banishment rather than being sent to jail in the hope that Cole will find a way to deal with his anger and to become a productive member of society.
