Why does Harper Lee include the argument on the porch between Tate and Atticus?

It furthers the overall theme of the novel and solidifies that insinuation that no black in the community would ever get a fair trial. Harper Lee includes it to continue this theme and the maybe suggest that wrong things are sometimes done for the right reasons.
