The inciting incident is of course the accusation of rape and Atticus's decision to defend a black man during a time when this was unheard of. The rising actions are those events that take place between the inciting incident and the climax. So, literally, you could choose to identify the rising action as the events during Halloween, the trial, the mysterious nature of Boo Radley...everything up until the kids are chased and threatened by Bob Ewell (which is the climax).
