Who is the antagonist in The Winds of War by Herman Wouk?

The main antagonist in the novel, The Winds of War, is WWII. The United States is not yet involved in the war, and Victor Henry is assigned to duty in Germany as a Naval attache, where he is responsible for keeping his superiors up to date on the movement of the German government.
