Who is Mr. Barlow from The True Confessions of Charlotte Doyle and what is their importance?

Barlow is a member if the crew, as well as the crewmember who handles Charlotte's luggage when she boards ship. Over the course of the novel, Barlow constantly warns Charlotte of danger, urging her to leave the ship and watch of for the captain. Unfortunately, Charlotte does not listen.
