Who is Prince Rudolf from The Tin Princess and what is their importance?

Prince Rudolf is a Razkavian Prince residing in London. He marries Adelaide, and the couple returns to Razkavia when his brother, the Crown Prince is assassinated. Rudolf becomes King after his father's death, and he is assassinated right after his coronation.
