Why does To no Chujo send his daughter, Kumoinokari to Omi?

To no Chujo is spending time with Genji and Yugiri, in the hopes that love will blossom between Yugiri and Kumoinokari. To no Chujo notices that Kumoinokari is sleeping and he becomes astounded with how beautiful she is. He believes that she should be among the talk of more men. He wakes her and tells she that she should be more aware of herself. He decides to send her to Omi for instruction.
