In the beginning, the sniper doesn't fire at the car because it would be useless to do so. In the end, however, when the woman reveals the sniper's location, he kills the man as he opens the turret and begins to get out. In essence, he refrains from shooting at the car, but when the man appears to be getting out..... the shots are fired.

It was an enemy car. He wanted to fire, but he knew it was useless. His bullets would never pierce the steel that covered the gray monster.

The turret opened. A man's head and shoulders appeared, looking toward the sniper. The sniper raised his rifle and fired. The head fell heavily on the turret wall.
