What is the A,B,C,D model of hiring, and how does Google avoid it?

Each employee is graded from best to worst, or from A to D. The theory is that a spiral is created when A employees hire B employees, B employees hire C employees, and so on. To avoid it, Google sets up a series of interviews for potential employees conducted by committees.
