In The Scarlet Letter, why does Chillingworth become the greatest sinner in violating the human heart?

In Hawthorn's The Scarlet Letter, Chillingworth wants to torture Dimmesdale in order to exact revenge. He does this for his own selfish reasons and this is what makes him the greatest sinner.
