Who is Dirk Stroeve from The Moon and Sixpence and what is their importance?

Dirk is a painter, albeit, not a very good one. He is known for painting sentimental scenes of peasants frolicking. Dirk is good friends with Crabbe, and he is the only one in Paris to see any merit in Strickland's paintings.
