Why has Senator Gibbons come to Monument , and why is Lieutenant Braxton so upset about this?

Senator Gibbons both lived and worked in Monument. He went to the police station because his grandson was a classmate of the little girl who'd been murdered. Braxton was upset by the Senator's arrival because he felt Gibbons was "an unnecessary distraction and an annoyance".
