Sadat wanted to stop the conflict with Israel, but Israel had little incentive to negotiate, prompting Sadat to up the ante in order to draw other nations in and end the issue. He also eliminated pro-Soviets from the government and expelled Soviet advisers from the country, moves that he thought the US would respond well to.
