How did Venezuela respond to events in the Middle East?

Venezuelan Juan Pablo Pérez Alfonso worked on three goals. One was to increase Venezuelan's share of the oil rents. Second, he sought to control oil production and marketing in the country. Finally, he sought to raise retail prices in hopes of controlling consumption. He thought that this would extend the nonrenewable resource in the long run.
