D'Arcy met Admiral John Arbuthnot Fisher at a spa. The two discussed oil and D'Arcy showed Fisher his maps of the Middle East. Fisher wanted to modernize the Royal Army and thought that doing so would make the ships faster and easier to move. When Fisher was promoted, he worked hard to get Britain behind D'Arcy as he believed that war with Germany was inevitable and wanted to prepare.
