Who is The Ruffler from The Prince and the Pauper and what is their importance?

The Ruffler is a gang leader. John Canty joins his gang after killing Father Andrew. The Ruffler displays a warped sense of honor, and when Edward refuses to be a beggar, he decides to "promote" him to a thief..... all because he gives him credit for refusing to do what he believes to be wrong.
