Who is Chahla Neti-Neti from The Pale King and what is their importance?

Chahla Neti-Neti is the intake employee who meets David Foster Wallace upon his arrival. She mistakes him for another man named David Foster Wallace, who is scheduled to arrive on the same day. Later in the novel, Neti-Neti is noted as being nicknamed "The Iranian Crisis", presumably because of her ethnicity. She is described as being good looking, trim, and sociable. Neti-Neti is unmarried.
