Who is Mrs. Cooper from The Other Side of Dark and what is their importance?

Mrs. Cooper is Stacy's neighbor. She is described as a nosey woman, who is constantly on her porch and checking in on Stacy. Stacy resents her neighbor's intrusion, but Mrs. Cooper saves Stacy on several occasions.
