Who is Ranger Bob?

A duplicitous dealmaker, Ranger Bob is the closest the novel comes to having a named antagonist. Bea believes she is friends with Ranger Bob, but in truth, he is conning her throughout the whole novel. Once this is revealed at the end, the fact that he gives Agnes and Bea lollipops whenever he sees them is repainted as deceptive perversion. He climbs the ranks in the Administration and is ultimately in charge of the Roundup procedure that brings the demise of the Wilderness.
