Who is Samuel from The Neutronium Alchemist Conflict and what is their importance?

Samuel is an Edenist Intelligence Agency operative. Initially assigned to watch Mzu in Tranquillity, he is currently tasked with discovering her whereabouts and ensuring that her weapon does not fall into the wrong hands. Like most Edenists, Samuel has a great respect for life. He is reluctant to compromise his ideals or sense of morality in pursuing of Mzu, and he often deters Monica from impetuous actions.
