Who is Ralph Hiltch from The Neutronium Alchemist Conflict and what is their importance?

Ralph Hiltch was the ESA head of station on Lalonde. He captured Annette Ekelund, who was possessed and brought her back to the Kulu Kingdom. Through Annette, possession then spread on Ombey. His feeling of intense guilt make him determined to be a part of the forces that defeat the possessed before they can do more damage.
