What is the setting of The Mote in God's Eye by Larry Niven?

The story is set far in the future of humanity. The human race has colonized the stars and done so quite a while ago. The Empire that mostly rules human space is the third empire since man took to the stars. To date, the first empire possessed technological advances that the current Third Empire cannot yet match.
