Who is David Wilkes from The Midnight Club and what is their importance?

David Wilkes is an FBI agent with whom Stef is partnered to watch the meeting of the Midnight Club in Atlantic City. The idea is to simply watch until some information can be gathered and they are assured that all members of the club have arrived. Once this is established, Stef, Wilkes, and the rest of the police presence are to arrest the members of the Midnight Club. However, before this can happen, Stef witnesses through amplified microphones the sounds of the members of the Midnight Club being murdered. Soon after this event, Stef is approached by Isiah Parker. Stef takes this information and gathers together a small group of trusted police personnel to begin a campaign of harassment against St.-Germain. David Wilkes is a part of this group.
