How do Jiro and Kinshi's thoughts about the night rovers differ in the novel, The Master Puppeteer?

Jiro is not as kind-hearted as Kinshi, and much more practical. He does not see the night rovers as victims, thinking that when they begin attacking others they have become little more than animals. He pities them because they are starving, but does not give them the sympathy that Kinshi does. He does not believe that they should help them, as he realizes that this could become very dangerous.
